Who do I report double charges to if the bank refuses to refund them?

I was charged 8 overdraft fees from Bank of America. I should have only been charged 4. Instead of $140.00 in fees, I was charged $280.00! Who can I report this issue to, since the bank refuses to overturn the charges?

1The order of your purchases shouldve resulted in those fees you gone into branch thats what do and ask them looking and they nearly always take the charges off if not try going into branch thats what do and sounding pitiful can.
